COMPETITION PROCESS
The Broadway Building Design Competition was conducted in 2 stages.
A competition manager, independent from the jury and selection committees, administered the competition according to the rules stipulated in the competition brief.
STAGE 1
Stage 1 was open to all architects registered in Australia and their design teams. Entrants were evaluated either on the basis of a Statement of Capability submission, or from an initial design concept.
6 entrants from Stage 1 proceeded to the Stage 2 design competition. One selection committee chose 3 entrants on the basis of their capability. A separate selection committee chose another 3 on the basis of their concept design.
Stage 1 concept designs were submitted on 4 x A2 display boards. These were judged anonymously to ensure designs were ranked according to merit alone. No information identifying an entrant was permitted on concept design materials.
STAGE 2
Stage 2 finalists were each paid an honorarium of $50,000 to complete competition entries.
A competition assessment panel selected the winning proposal from the 6 finalists. This jury was comprised of representatives from UTS, the City of Sydney and the NSW Department of Planning.
The entire process lasted approximately six months, with the competition opening in January 2009, and a jury decision being reached in July 2009.
